L’Autorité des télécommunications des Samoa américaines (ASTCA) choisit O3b Networks pour lui fournir dès cette année des services satellitaires à large bande, à grande capacité et à faible latence.

L’Autorité des télécommunications des Samoa américaines (ASTCA) et O3b Networks ont signé des accords prévoyant qu’O3b Networks fournira dès 2013 aux Samoa américaines une connectivité à large bande, avec un débit allant jusqu’à 1,2 Gbps, pour l’internet et d’autres services.

O3b Networks lance une constellation de satellites sur orbite terrestre moyenne, qui offrira le débit de la fibre et la portée du satellite aux états insulaires du Pacifique. Comme les satellites d’O3b sont en orbite à seulement 8062 km de la planète, ils sont 4 fois plus proches que les satellites géosynchrones qui desservaient les Samoa américaines jusqu’ici. Cette proximité réduit considérablement le temps de propagation aller-retour pour les appels vocaux et la navigation sur le web. La constellation d’O3b sera opérationnelle au troisième trimestre de cette année.

Aujourd'hui, le territoire est desservi par un seul câble sous-marin à fibre optique. Les performances de la liaison satellite d’O3b seront protégées par un réseau d’antennes doubles ultramodernes de 7,3 mètres installées au téléport Ili'ili de l’ASTCA. Cette augmentation de capacité permettra à l’ASTCA et à d’autres fournisseurs de services de proposer davantage de services à haut débit aux résidents des Samoa américaines.

Le service d’O3b diversifie notre accès en apportant beaucoup de capacité à faible latence. L’ASTCA continuera de desservir ses clients via son câble sous-marin à fibre optique ASH ; toutefois, dès que la constellation d’O3b sera opérationnelle, l’ASTCA doublera la capacité large bande disponible aux résidents du territoire. Cette nouvelle capacité améliorera les débits et la fiabilité du réseau, tout en créant une redondance en cas de défaillance du système sous-marin à fibre optique. »

La cherté de l’actuel système de connexion explique notamment la faible pénétration de l’internet haut débit aux Samoa américaines, qui s’établit à 4,5% selon une enquête. Le prix des solutions traditionnelles par satellite comme par câble sous-marin à fibre optique est très loin d’être abordable pour l’économie locale. L’accord conclu entre l’ASTCA et O3b change dans une large mesure le paysage du haut débit en proposant les capacités de la fibre optique à des prix et à des conditions qui sont abordables et économiquement acceptables pour les fournisseurs de services insulaires. Il est possible que l’ASTCA fasse bénéficier toutes les Samoa des avantages de la capacité d’03b.
